Pakistani Medical and Dental Council (PM&DC) announced the new policy on 29 July 2024 for Pakistani students wishing to Study MBBS or BDS abroad, e.g., China, Russia, Kyrgyzstan, Uzbekistan, Tajikistan, Kazakhstan and others. Before pursuing MBBS/MD studies abroad, Pakistani Pre-medical students must adhere to the recent laws and regulations of PMDC.

PMDC Policy New 2025:

Pakistani students who are interested in pursuing MBBS/BDS Abroad must have a minimum of 60% marks in FSc (Pre-Medical) and 50% marks in MDCAT Results to be eligible for registration in PMDC. This policy will be enforced for students who are admitted from the September 2024-2025 intake for their MBBS/BDS Degree from Abroad.

Possibilities PMDC Eligibilty Criteria
Option 1 60% Marks in FSc (Pre-Medical)
Option 2 550 Marks in SAT-II Exam (Each subject)
Option 3 50% Marks in Foreign MCAT/UCAT

Before getting MBBS Admission abroad:

The following requirements as advised by the Pakistan Medical and Dental Council (PM&DC) must be fulfilled before admission to foreign medical/dental undergraduate institutions:

  1. The students must obtain a minimum of 60% marks in HSSC (Pre-Medical)/GCE-A Levels within Pakistan or qualified SAT-II with a minimum score of 550 in each Subject are eligible to apply for registration in PM&DC.
  2. Students must have obtained 50% marks in MDCAT Results conducted in Pakistan. The MDCAT result will be valid for the 3 years.
  3. The foreign University must be accredited by WFME or WDOMS, and the qualification must be in Allopathic Medicine.
  4. The Medical qualification must comprise at least 6200 credit hours (with a minimum of 80% attendance).
  5. The duration of the MBBS/MD Degree should not be less than 5 years.
  6. In countries where English is not the medium of teaching, students will be required to spend a minimum of six months learning the local language before proceeding.

After getting an MBBS Degree from Abroad:

After getting the MBBS Degree from an accredited Medical School abroad, Pakistani Students must Pass the National Registration Examination (NRE) to obtain full Registration RMP by the PM&DC. Students must provide multiple entry visas for the duration of their MBBS Study.

Requirements for Student Registration Certificate (NOC) by PMDC:

The Pakistani student is eligible to register for the Registration certificate (NOC) once they fulfill the above requirements. The NEB department of PMDC will issue this PMDC registration certificate. Here is the checklist of documents required.

Important information for FSc Students having less than 60% Marks:

PMDC Rules from 2007 to 2018:

The Pakistani High Court directed PMDC to accept foreign graduates with HSSC (Pre-Medical) grades below 60% in November 2018. PM&DC gave eligibility certificates to all students until 2018. Most of those students passed PMDC’s NEB Exam and received RMP to practice medicine in Pakistan.

PMC Rules from 2019 to 2024:

Pakistan Medical Commission (PMC) announced that if an accredited medical school abroad accepts students with less than 60% in FSc (Pre-Medical), they can take the PMC’s NEB Exam and get a license after passing two PMC steps.
