Why do we call it Non-MOE Listed?
All medical schools not included in the Ministry of Education (MOE China) list of 43 Universities in China are referred to as non-MOE-listed universities. The official medium of instruction at non-MOE-listed universities is Chinese; however, it may also be described as bilingual.
Non-MOE-Listed Universities are another name for medical schools that are not authorized by the Chinese Ministry of Education (MOE China) to teach clinical medicine in English to foreign students.
Peculiarities of Non-MOE Listed Universities:
- The first year will be a Chinese language program, and students must pass HSK-4 to promote to Clinical Medicine.
- HSK-5 to pass before getting the Clinical Medicine Degree
- The Tuition Fee is lower, starting from 20,000 RMB ($3000) per year.
- The Legal Teaching Medium is Chinese.
- They cannot write MBBS (English-taught) on their Formal Admission Notice.
- On the Admission Notice, they are allowed to write “Clinical Medicine” only.

MOE Listed Universities:
- Authorized by the Chinese Ministry of Education (MOE China) to offer MBBS (Clinical Medicine) programs in English for international students.
- The legal medium of instruction is English.
- Admission documents typically specify “Clinical Medicine (MBBS) and English Taught” on the Admission Letter.
- The Final Degree title will be “Bachelor of Medicine and Bachelor of Surgery (MBBS).”
Non-MOE Listed Universities:
- The legally recognized medium of instruction is generally Chinese.
- Admission Letters always mention “Clinical Medicine” rather than “MBBS English Taught.”
- It is mandatory to pass the HSK-4 Level in the first year and the HSK-5 before getting the Clinical Medicine Degree.
- The Final Degree title will be “Clinical Medicine.”
Course Duration:
The clinical medicine program lasts six years, including the first year of Mandarin (Chinese Language) and five years of medical study, which includes the clinical internship. The internship will be done at the university’s affiliated hospital in China.

HSK Policy:
In almost all the Non-MOE Listed Universities, it is mandatory to pass HSK-4 in the first academic year and HSK-5 before graduation. Failure in the HSK results in expulsion or the termination of the Medicine Study.
